Non-Competitive Qualifications for appointment under the NY HELPS Program: 

  • Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
  • A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or
  • A bachelor's or higher-level degree in any field and three years of experience; or
  • An associate degree with 15 semester credit hours in a computer science field and four years of experience.  

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description

Job duties will include any number of the following:

  • Installs, tests, and maintains end user and enterprise hardware and software.
  • Oversees the scheduling of IT system job productions, entry of Job Control Language scripts to initiate production runs, and running of utility programs to identify, analyze, and solve production problems/issues.
  • Supervises agency help desk operations including the development of written problem tracking and problem-solving procedures.
  • Reviews and recommends the selection of hardware, software, and maintenance services; and may participate in the procurement process.
  • Develops, plans, and supervises the deployment, configuration, and maintenance of networked systems including switches, routers, firewalls, and intrusion detection systems.
  • Designs and implements the architecture and infrastructure of enterprise systems under general direction from higher level IT staff.
  • Implements enterprise information security procedures and protocols and participates in security risk reviews and remediation activity including producing written reports.
  • Participates in the testing of applications such as developing test plans, test conditions, and validation testing.
  • May supervise or perform business/systems analysis and design activities and meets with users to gather requirements.
  • May perform various design activities such as creating program specifications, work flow diagrams or structure charts, and logical data models.

Knowledge, Skills, and Abilities

  • Proficient at communicating with technical staff and customers alike.
  • Strong analytical thinker with excellent troubleshooting and problem-solving skills.
  • Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
  • Demonstrated experience in adapting to new technologies as environment changes.
  • Strong self-starter, with ability to pick up quickly on new technologies even when training and access to in-house experts are limited.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
